From 29 June 2022, parents have started looking for a primary school for their child. With the latest changes in admission to primary school, parents have plenty to consider in their minds before making the final call.
Before we dive into the changes brought about to P1 registration, let us take a look at the dates for the different phases:
Phase 1: via Online form
For a child:
- With a sibling studying in the same school
From: 9 am on Wednesday, 29 June 2022
To: 4.30 pm on Thursday, 30 June 2022
Phase 2A: via Online form
For a child:
- Whose parent or sibling is a former student of the primary school, including those who have joined the alumni association of the primary school as a member.
- Whose parent is a member of the School Advisory or Management Committee.
- Whose parent is a staff member of the primary school.
- From the MOE Kindergarten under the purview of and located within the primary school.
From: 9 am on Wednesday, 6 July 2022
To: 4.30 pm on Friday, 8 July 2022
Result: Monday, 18 July 2022
Phase 2B: via Online form
For a child:
- Whose parent has joined the primary school as a parent volunteer not later than 1 July of the year before P1 registration and has given at least 40 hours of voluntary service to the school by 30 June of the year of P1 registration.
- Whose parent is a member endorsed by the church or clan directly connected with the primary school.
- Whose parent is endorsed as an active community leader.
From: 9 am on Tuesday, 19 July 2022
To: 4.30 pm on Wednesday, 20 July 2022
Result: Tuesday, 26 July 2022
Phase 2C: via P1-Internet System (P1-IS)
For a child:
- Who is not yet registered in a primary school.
From: 9 am on Wednesday, 27 July 2022
To: 4.30 pm on Friday, 29 July 2022
Result: Wednesday, 10 August 2022
Phase 2C Supplementary: via P1-Internet System (P1-IS)
For a child who is not yet registered in a primary school after Phase 2C.
From: 9 am on Monday, 15 August 2022
To: 4.30 pm on Tuesday, 16 August 2022
Result: Thursday, 25 August 2022
The process will be online just like last year. There are a total of 181 primary schools and a total availability of 41,888 seats. Make sure you are not late and start applying within the allotted time.
Phase 3 – International Students
Changes in P1 registration and allotment:
This year, there are some changes to the format and procedures in P1 registration announced by the Ministry of Education:
- The first change is that the two phases of the Primary 1 exercise – 2A(1) and 2A(2) – have been merged. So now, children whose parents are in the Alumni association and those whose siblings or parents were former students in the school will have the same priority and be considered in the same phase.
- The number of places for children with no affiliation to schools – offered under Phase 2C – has also been doubled to 40. This has been done to reduce oversubscription and decrease the chances of balloting during Phase 2C, which has been very common during the previous years. It is also aimed so that children who are living nearby but has no prior links to the school have a better chance at admission. The policy is said to boost accessibility and promote inclusivity in schools.
- So now, there are a total of 60 reserved seats in P1 admission- 20 in 2B and 40 in 2C. Besides this, of the vacant seats in 2A, one-third will be allotted to 2B and the rest to 2C.
- Also, there is a change in the way school-home distances are to be calculated. This year onwards the school-home distance will be calculated from any point on the boundary around the school to the student’s home. This way is a much more stable basis compared to the previous single reference point system.
Things to know before registering:
- It is for children born between January 2, 2016, and January 1, 2017 (both dates inclusive).
- You can apply in a phase as long as you satisfy any one of its criteria.
- You need a valid SingPass with 2-Factor Authentication for registration.
- You can apply for only one school in a phase. For any changes, submit a new application in the same phase. Only the latest application will be considered.
- Also, if your child was accepted into a school in one phase, you will need to withdraw the application if you want to apply in another phase. Your children will lose the already secured seat in that case. So, be careful when you choose to do that.
- Choose your preferred school carefully. Consider the distance from home, whether it is suitable for your child’s needs and skills, and the campus atmosphere there.
Balloting
If the number of applicants exceeds the number of seats available in a school, balloting will take place. The balloting process is computerised and is conducted by the MoE.
Priority order for Ballot:
- Singapore Citizens (SC) living within 1 km of the school.
- SC living between 1 km and 2 km from the school.
- SC living outside 2 km of the school.
- Permanent Residents (PR) living within 1 km of the school.
- PR living between 1 km and 2 km from the school.
- PR living outside 2 km of the school.
Before choosing a school, try to find out if there is a chance for the registrants to be high and whether there was balloting in the previous years. You can check out the vacancies and balloting updates at

Documents Required
Make sure you have all the relevant documents and information ready. You will need:
- Child’s full name
- Child’s birth certificate number
- Child’s date of birth
- The address used for registration
- Contact details
You may need to upload the soft copy of the back of parent’s NRICs and/or the court order setting out the custody arrangement for your child during registration. You will need to produce your child’s immunization records to the school on the reporting day.
The schools may also ask for the documents to prove your eligibility for the phase you registered in.
